The recognition of the principle of equal remuneration for work of equal value is incorporated into the preamble of the current ILO Constitution. That was the result of the negotiation, which took place in 1919. The equal pay principle for men and women was adopted in Art. 427, Section II of the Labor Section of the Final Text of June 28, 1919 by the international conference on labor issues, which was one of the most important conferences that pre-pared the peace settlement of the First World War. And the original Constitution of the ILO formed Part XIII of the Treaty of Versailles of 28 June 1919 and part of other following peace treaties. Such an important provision was not achieved overnight. There must have been many steps including the women's struggles against stonewalls built by men in oder to establish this principle. In part (1) of this article, the author wishes to look back women's history concerning the equal pay principle in the U.K., France and the U.S.A., namely the major victorious countries, which took the leading roles in the process of the said international conference on labor issues. The U.K.: Early feminist philosophers and the equal pay principle. The thoughts of the modern economists. The male dominated anit-slavery movements. The male dominated labor movements. The feminists' movements. France: The French Revolution and the fall of women. The male dominated labor movements. The feminist' movements. The U.S.A.: The suffragettes' movements.
