On 23 December 1992, the United Nations General Assembly established a Peace-keeping Reserve Fund as a revolving cash flow mechanism to ensure the rapid response of the United Nations to the needs of peace-keeping operations. The Assembly authorized the Secretary -General to advance from the Fund to meet short-term cash requirements of start-up of new peace -keeping operations and expansion of existing ones pending the collection of assessed contributions to the respective budgets of the operations. The resources of the Fund were to be constituted by the transfer of ( i ) surplus money from the accounts of two completed peace-keeping operations; UNTAG in Namibia and UNIIMOG in Iran and Iraq and (ii) retained surplus available in the General Fund. Rapid increase in large scale peace-keeping operations and their growing financial demand prompted Member States to review not only the financing system, but also the way the Security Council took decisions on the launching of PKOs and the General Assembly approved and managed the resources required for these operations. The establishment of the Fund was symptomatic of a balance of competence emerging between the two organs as well as the development of a new budgetary and administrative system for the PKOs. The idea to establish such a fund, initially mooted by Secretary-General Perez de Cuellar, was followed up by his successor Boutros-Ghali together with a series of other extensive proposals contained in his “Agenda for Peace". The most of Member States, developing and developed countries, not always present in the Security Council regarded the Secretary-General' s proposals as accommodating the Council with financial facilities the provision of which essentially devolves on the General Assembly. They considered the proposals would favor the political and security sectors to the detriment of the economic and development sectors of the U.N. And no country was prepared to make additional assessed contributions to support the proposals of the Secretary-General. The Government of Japan took initiative in identifying sources of financing for the reserve without imposing an additional financial burden on Member States. It contributed to building a consensus to devise a mechanism of the Fund, which was acceptable to all States. The scheme thus agreed on aimed, on the one hand, at reforming the cash management in the Secretariat and giving incentive to the payment of arrears by Member States and on the other, at establishing a separate financing system for PKOs based on the balance of competence between the Security Council and the General Assembly. However, a review of the transactions made by the Fund reveals that the full replenishment of the Fund based on the transfer from the General Fund was delayed until January 2000 due to the concern of the Secretariat for ensuring adequate cash flow for the regular budget. Moreover, limited or no use of the Fund has been made despite the start-up of new PKOs and expansion of existing ones for the last eight years because of the availability of sizeable unspent balances in the on-going and completed operations which were launched since 1988. It was not until the Board of Auditors and the Advisory Committee on Administrative and Budgetary Questions pointed out the insufficient use of the Fund and two large scale PKOs in Kosovo and East Timor began that the Secretariat proceeded to the extensive use of the Fund and the full replenishment of the Fund. The study concludes that with a sign of renewed interest in the role of the Fund on the part of the Secretariat and Member States, the Fund is likely to function fully and achieve its objectives in accordance with its original mandate.
