This article deals with life history of Dr.Tokichi Masao who worked as a legal adviser in Siam (Thailand) from 1897 to 1913 under the contract with Rama 5. He was a pioneer of international cooperation in the field of legal assistance because he contributed to the development of legal system and legal education in Thailand. At present many Japanese persons do not remember him. He was born in Ohzu of Ehime Prefecture in November 17, 1870. His father was a merchant patronized by a lord of Ohzu-han. But he became poor after Meiji Restoration. So he moved to Gunchu to receive help from his relatives and graduated from Yamazaki primary school. Then he came back to Ohzu to attend English evening class at Ohzu Church because he thought English should be a key mean to promote his status. During stay in Ohzu, he became a christian under the instruction of his teacher, Mr. Aoyama who graduated from Meiji-Gakuin in Tokyo. After Mr. Aoyama ・retired from Kita high school and his father died, Tokichi moved to a mission school in Osaka, and then to Tokyo to learn English language. At first he registerd at Keio Gijuku of Mr. Yukichi Fukuzawa and Dojinsha of Mr. Keiu Nakamura. But he could not continue to learn English owing to financial reason. He was a self-supporting working student. At last he could graduate from English course of Tokyo Senmon Gakkou (now Waseda University) founded by Mr. Shigenobu Okuma in June 1889. After he taught at mission school in Hiroshima for about one year, he again became a student at the department of divinity of Kansei-Gakuin. He got a chance to move to USA under the help of Dr. Ranbuth, one of the founders of Kansei-Gakuin and mission school in Hiroshima. Tokichi could enter into Vanderbilt University in 1891 to study theology and liberal arts. He got the certificate of english course of theology. Next he would try to get the bachelor of theology, but he moved to West Virginia University to study law in 1893 under the recommendation of Mr. Waichiro Kauroku who was the first Japanese graduate of law department at West Virginia University. This was a turning point in his life history. He got Bachelor of Law in 1895 and then moved to Yale Law School. He bacame a Master of Law in 1896 and Doctor of Civil Law with honours in 1897. His doctor thesis was "The New Civil Law in Japan". He worked as an assistant at Yale Law School for a while with the salary of 250 dollars per a month. He wanted to continue to work as practicing lawyers in USA, but he decided to come back to Japan because of the increasing anti-Japanese campaign. He returned to Japan in July 1897 with both a sense of unrest and hope.
