Dr. Tokichi Masao came back to Japan on September 1913. After he became healthy, he contributed to edit the historical materials on interchange between Siam and Japan together with Prof. Ginzo Uchida of Kyoto Imperial University. He sent it to Rama 6 in Bangkok. He became President of Japan Club in Thailand for one year though he stayed in Tokyo. In 1915 he was elected as a member of Lower House from electorate of Ehime Prefecture. He became a member of Seiyukai Party leaded by Mr. Hara Takashi under the recommendation of Mr. Tokugorou Nakahashi, his law in sister's father. He was reelected in 1917. But he could not be a candidate in 1920 owing to the reform of electoral system. So he was a member of Parliament for about five years. He played an active part in the field of diplomatic relations as a chairman of the Parliamentary Committee on Foreign Affairs, Justice and Education. He could make good use of his career in America and Thailand. On September 1916, he was a leader of the Imperial Japanese Parliamentary Commission to USA to study economic, political and industrial situations and to convey the good will of the Japanese government to American peoples. In June 1919, he was again appointed as the head of another delegation to South-east Asia in order to make friendship with South-east Asian peoples. One of his most important tasks was to express his opinion at the Committee of the Parliament that Japanese government should amend unequal treaty with Siam in order to make trades between Siam and Japan actively. This leaded him to be Envoy Extraordinary and Minister Plenipotentiary to Siam in December 1920. Even during his stay in Japan, he continued to have connection with Thailand.
