The purpose of this article is to analyse how Japanese trade unions were concerned with Asian trade unions before the Second World War. This problem has not been discussed in Japan. So there were very few records. But this historical research is necessary in order to discuss present international exchange between Japanese and Asian trade unions. Before the Second World War there were three groups of trade unions in Japan. At first I want to analyse Asian Labour Conference advocated by Nihon Rodo So-domei. Nihon Rodo Sodomei was the right group cooperating with the activities of the International Labour Organization. In 1925 Mr. Bunji Suzuki who was a founder of Yuaikai proposed to Mr. N. M. Joshi (a labour representative of India to ILO) to hold a meeting of Asian Labour Conference in order to promote common interests of Asian workers. Among Asian countries only India and Japan were permanent members of the governing board of ILO. it was planned at the initial stage that national trade union centers of three countries (China, India, and Japan) would advocate Asian Labour Conference. China was a founding member of ILO. But China had not a positive intent to participate the Conference because Japan was leading the Conference. At that time Japanese military forces were invading the northern area of China. Manchurian Incident was caused in 1930. Therefore India and Japan only had a preparatory committee at Bombay and concluded the memorandum in 1929. But in India, All Indian Trade Union Congress (AITUC) was controlled by communists group in November 1929. The right group organized another national center, India Trade Union Federation. This Federation became a party of the memorandum. At that time independence movement made a heavy attack to Indian colonial government under the leadership of Mahatma Gandhi. So the first meeting was held in Colombo in 1934. Asian Labour Conference was a product of right groups of labour movement in India and Japan.
