This paper is intended to be an investigation of (1) how modernization theory,dependency theory,and some development theories in the 1990s explain socio-economic development including human development and (2) how these theories evaluate the educational dimension of development which is thought to be important and essential to socio-economic development. First and foremost,modernization theory and dependency theory evaluate that education plays an important role so that society may achieve the desirable change. Both theories acknowledge the value of education,and regard education itself as a functional tool. However, (1) social and political modernization theories regard modern school education as a process facilitating the liberation of the traditional man and evolution into the modern man. Furthermore,(2) economic modernization theory regards education as a driving force for socio-economic development. On the other hand,dependency theory regards that school education drives students to the dependent condition. Next,in terms of endogenous development theory,the educational form of development which has taken root in popular (traditional) culture and each society's own culture has important meaning. It is important that Third World countries promote recognition of their remaining traditional culture. Endogenous development theory regards education as the place where human development occurs. Finally,in terms of institutional theory,educational development is not necessarily regarded as contributing to a nation's economic development but rather to modern and universal worth. Third World countries which increase investment in the educational sector are given proper recognition as a member of the world system. Each country regards education as an important factor in development and educational development as the norm. Therefore,each country invests in the educational sector in order to maintain or raise national prestige.
