Over two years have passed since Great Hanshin-Awaji Earthquake. Many sufferers are struggling for habitation even now. This situation seems to be made by “plan of reconstructing houses" which is a series of policies of providing public housing and interest assistance for private construction. Object of this paper is to point out problems of the plan and consider what causes them and how the policies should be improved. There are three characteristics in the damage. They are “scale" : 40% of housing stock is destroyed completely or partially in the city area,“ region" : 50% of the dam-age concentrates on the established city area, and “class" : the sufferers who have difficulty in residence are lower income and the aged. The last one is very crucial for the plan. The extent of the damage is the different from each income class and family size. Most of affordable houses for the sufferers are destroyed. Construction of public housing makes sure of the upgrading the standard of residence and providing the houses which rent is lower than private provision. Besides, there are advantages for Kobe City, state subsidy and control of the number of houses provided. But this gives rise to distortion. Public housing is allocated in accordance with two methods. One is priority that is given to tenants of temporary houses. The other is lo t. It is difficult for them to pay proper rent of private rented houses. This means that only public housing is affordable for them and they have to keep staying temporary houses till they are elected. With alternatives, they would be able to decide themselves which option is suitable for them. Kobe City should not limit the course of reconstructing houses. but suggest another course or associated one with another. It is impossible to achieve reconstruction and vitalize the economic and social activities in the region until the residents come back. Kobe City has to know the actual condition of those who not only live in the temporary houses but also struggle for housing and arrange their policies to maximize the benefit of target group.
