The Hanshin Awaji Giant Earthquake brought the damage to a thousand of Filipinos who lived in this area, and two “Filipino Communities" played an important role in saving the Filipinos. This paper surveys the relief activities of the Filipino Communities and discusses the background which made the relief activities successful from social factors and the process of formation of the communities. From the beginning of this century, the Philippines have sent out many immigrant workers. Especially after overseas employment promote policies by the Philippine government started in 1974, the number of overseas employment have been increasing. From the 80' s, more and more Filipinos came to Japan, but in the 90' s the rate of increase have become stable. In 1994, the number of Filipinos registered is around 80,000. Almost half of them enter the country with entertainer visa status under current immigration law and 20% of them holds spouse of Japanese. In Kobe, 394 Filipinos registered in 1994. There are many domestic helpers, businessman and housewives in Kobe City. The definition of “Filipino Community" in this paper is groups which are registered as “Filipino Association" by the Philippine embassy or consulate in Japan. In Kobe, there are two Filipino Communities which are based on a church in Cyuou -ku. The one is called “Philippine Community in Kobe" and the other “Luzviminda Association". The former was born in 1974, and the latter was organized in 1994. Both communities aim at establishing a good relationship between Japanese and Filipinos , and offer opportunities to Filipinos to get together. The relief activities of Filipino Communities are as follows; 1. Safety 2. Distribution of commodities 3. Distribution of information 4. Financial support. Both Communities carried out the relief activities in cooperation with Japanese government and voluntary organizations of Japanese and those of Filipinos. Therefore, it can be said that the relief activities did not reach to the all Filipinos without Filipino Communities. Each Filipino communities contributed in saving the Filipinos damaged by the earthquake, especially those who did not have a close relationship with any Japanese and the Japanese society. Sachi Takahata points out that these relief activities were promoted by five factors; 1. The Phiippine Communities made list of the names of the members. 2. Both Filipino communities were well under control as an organization. 3. They had the connection with voluntary organization. 4. They had the mobile power. And also she points out that the Philippine consulate moved to Osaka for safety and its being outside of the city was also became a reason why Filipino Communities per-formed the relief activities on their own. The author try to find these five factors in the process of organizing Filipino communities. After analyzing its process, I come to conclusion. First, they have skills to manage an organization. Second, they try to form personal networks with Japanese. And the social background in which Filipino Communities could be formed, manage the organization and have networks as I mention above are as follows ; both communities are based on a church, so it was easier for the Filipinos in Kobe to organize them-selves. Filipinos living in Japan are spread over the country so it was easy for the Filipinos in Kobe to make personal networks to Japanese, and they need something like Filipino Communities in order to get together.
