At the time of the Great Hanshin-Awaji Earthquake (January 17th 1995) , about 760 Vietnamese lived in Kobe city. There was a Vietnamese community in Nagata. Most of them took refuge in Hinanjo (shelter) or parks. They left their houses because their houses were destroyed or they were too afraid of aftershocks to stay indoors. The purpose here is to examine how Vietnamese survived and managed to reconstruct their lives after the Great Hanshin-Awaji Earthquake. I will focus on Minami-Komae Park which was the largest Vietnamese shelter site. Survival and reconstruction time is separated into five periods. 1 . Vietnamese being hit by the earthquake
Rescue (1995. 1 ) At first Vietnamese took shelter in Takatori junior high school or Himeji Teiju Sokushin Center (settlement center) or other Hinanjo. Some Vietnamese went back to Vietnam for a few months. Boundaries among Vietnamese became visible after the earthquake. Chinese-Vietnamese and ethnic Vietnamese took shelter in different places. Vietnamese from north Vietnam and Vietnamese from south Vietnam took shelter in different places, too. The number of Vietnamese who took shelter in Minani-komae Park increased gradually. There were mainly two reasons why they chose the park as a shelter site. One was that the park was a double shelter for them. Vietnamese who once escaped from the earthquake, again escaped from friction with Japanese in Hinanjo. The other reason was that the park became a temporary community for them to provide them with vital security. information and commodities. Vietnamese residents in Japan such as the Assosiation of Vietnamese in Japan and the Vietnamese Catholic community quickly began rescue operations. 2 . Minami-komae Park as a shelter site to support Vietnamese (1995. 2 -3 ) There were about the same number of Japanese and Vietnamese in the park. The Japanese population was relatively old. and there were more men than women among them. It was also observed that some were camping out individually. The Vietnamese average age was much younger than the Japanese. There were about the same number of men and women. and most of them were families with children. 3. Minami-komae Park becoming more populous (1995. 4 -8 ) The population of the park continued to increase. In May at peak. there were about 180 Vietnamese in the park. Among those who joined the park community later were Vietnamese from north Vietnam. The number of north Vietnamese and south Vietnamese became about the same. Besides problems that existed between Japanese and Vietnamese relationships. peaceful co-existence between both north and south Vietnamese became a big isssue. During summertime the population began to decrease. 4. Long temporary living in Minami-komae Park (1995.9 -1996. 8) A lot of Vietnamese stayed in the park even after the summer. There ware mainly four reasons why they chose diffcult life in the park and rejected free housing in the suburbs. First. in many cases their jobs have something to the do with the Nagata area such as shoe making and recycling second-hand materials. Secondly. their children got used to schools in Nagata. Teachers understand the needs and situation of Vietnamese children well. If Vietnamese families moved to the suburbs. they would again have to explain everything to new school staff and form new relationships with them. Thirdly. Among Vietnamese daily information circulates by word of mouth. Being apart from the Vietnamese community means being cut off from important information. Finally. Vietnamese were afraid of friction with new neighbors. Vietnamese have developed some good relationships with neighboring Japanese. This is one of their achievements in their life in Japan . so they did not want to go to the suburbs leaving that behind. 5. Ending (1996.9 "'1997.1 ) The temporary living of Vietnamese in the park had almost ended by Janurary 1997. The earthqake caused huge damage to Vietnamese who had started a new life in Japan within the past twenty years. But Networks of Japanese volunteers to help Vietnamese were created. That is one of the outcomes for them. The basis of this study is form information that I got from interviews with Vietnamese residents in Japan and Japanese who helped Vietnamese. The interviews were made between September 1996 and August 1997. The information is also based on my volunteer activities for two years in Hisai Betonamujin Kyuen Renrakukai (NGO focused on the Vietnamese victims of the earthquake).
