In the previous articles , (1) published in Vol. 8, No.2 and (2) in Vol. 9, No.1 of this journal, the author reviewed the women's movements for equality between men and women in the U.K., France, the U.S.A, Germany and Japan as well as the historical developments in international labor legislation that included the followings: The early movements for international labor legislation and the protection of women; The movements to achieve the creation of an organization for international labor legislation during the First World War; and The Paris Peace Conference and its Commission for international labor legislation, up to the British well-planned preparation and negotiations that later led the debates in the Commission towards the draft convention that created the ILO. In the present article , the author continues to review history towards the adoption of the equal pay principle for men and women by the Paris Peace Conference as follows: The Paris Peace Conference decided to create a Commission on international labor legislation on January 22 , 1919. This Commission did not consider the Labor Charter, namely Part II of the draft labor convention adopted later including the equal pay principle for men and women for a long time, as it had been occupied by the debates concerning the British draft convention for an international labor organization, namely Part 1 of the labor convention. The Commission later adopted not only Part 1 but also Part II of the labor convention including the principle. There existed one more difficult stage for the principle to be adopted by the Plenary Meeting of the Paris Peace Conference, even after its adoption of the Part 1 on April 11 , 1919. The Plenary Meeting finally adopted the Labor Charter including the principle on April 28, 1919 , when the complicated diplomatic negotiation succeeded in achieving compromises. The Peace Treaty including the Final Texts of Chapter XIII, the Labor Clauses was signed by Germany on June 28 , 1919 in Versailles. This must be one of the corner-stones for the advancement of women. The author, however, could not find any evidence of women's direct actions in the diplomatic process towards this achievement.
