Dr. Masao Tokichi came back to Siam on February 1921 as Envoy Extraordinary and Minister Plenipotentiary under the recommendation of Prime Minister Takashi Hara. He wanted to improve 1898 unequal treaty between Siam and Japan in order to promote economic activities. But Mr. Uchida, Minister of Foreign Affairs, had a policy to maintain unequal treaty though USA had singed equal treaty with Siam on 16 December 1920. So Masao was full of troubles in negotiation with Siam. During the negotiation he died of apoplexy at the age of 50 on 11 August 1921. His funeral ceremony was held under the presence of Rama VI at Wat Saket in Bangkok. He was the first foreigner to receive Royal Cremation. His son could attend the ceremony as the chief mourner. His tomb was located at Aoyama cemetry in Tokyo. His life was full of ups and downs for 50 years. His main work was to contribute to make modern legal system as a legal adviser and to prepare to revise the unequal treaty between Japan and Thailand. Through his effort to codify Criminal Code and Civil and Commericial Code, Japanese law was transplanted into Thai laws. During Meiji period Japan was endeavouring to receive European law, mainly French, German and England law to establish modern legal system. Therefore Masao was the first lawyer to export Japanese law to Thailand from 1897 to 1910. He could be named as a pioneer of international cooperation in the legal field. We have a duty to research how Thai laws have, in fact, connection with Japanese laws. In Japan there are many studies how Japanese laws have succeeded to European and American laws. But there are few researchers in Japan to make clear how Japanese laws have been exported to foreign countries including South Korea and Taiwan. Masao gave us good materials to make comparative study how Japanese laws have been succeeded to Asian countries.
