In Philippine politics, it is presumed that the poor have always been politically controlled and mobilized by the elites. This perception is due to the fact that they are marginalized in Philippine society. They have been victims of demolitions, evictions and harassments by both national government and local government. It should be noted that they were visible participants in two recent people power movements in the country, "EDSA Ⅱ" and "EDSA Ⅲ" in 2001. Despite their participation in these major movements, a great chasm exists between the poor and the non-poor. The activists, community organizers, or intellectuals who purport to be champions of civil society and the poor branded the urban poor who were behind a populist leader Joseph Estrada to the end as emotional, incompetent, passive and irrationally bought up and trucked in by pro-Estrada organizers. Almost 15% of Philippine population is in Metro Manila, and 40% of Metro Manila residents are informal settlers. It is obvious that this number of people have attracted great ambition of both political leaders and political blocs particularly during election time or when there are large mobilizations. For this reason, this study argues that the urban poor must play an important role in Philippine politics. This study revolves around the following questions: 1) How the urban poor are manipulated? 2) What happens in the urban poor communities where plural outsiders who has ambition to organize poor landless people? 3) What is the perception of the people themselves? Using case study, this descriptive study presents a different image of the urban poor. It examines a particular urban poor movement in Parola, Tondo, a part of the City of Manila, with all its community fragmentation. Their land acquisition process shows how the poor people have "been used" by plural outsiders since 2001, and how the poor have "used" the outsiders contrary to all appearances. The interview also shows that they are rational and critical enough to simply be used or manipulated. Their achievement, discord, and even fragmentation are the very result of diverse identities and critical collective action of the poor.
