While some governments in Sub-Saharan Africa have abolished tuition to achieve universal primary education (UPE), few studies have examined the impacts of the UPE policy beyond school enrollment. This phenomenon reflects excessive political emphasis on educational equality and lacks a perspective on educational equity that should shape the strategy to achieve Education for All (EFA). Against this background, this study estimates the impact of the UPE policy in Uganda on overall primary education attainments, dropouts, repetition, and educational costs from the perspective of educational equity by using panel data including 940 and 894 rural households that were collected in 2003 and 2005 respectively. The study found that UPE has increased grade completion rates up to the fifth grade and its effects are especially large among girls in poor households. Yet, schools in Uganda still face further challenges in terms of low internal efficiency and the unequal quality of education among socio-economic groups. In particular, girls are less favored to stay in school than boys when there are not enough financial resources to send all the siblings to schools. This indicates that the UPE policy has made some impacts on improving access to school for poor girls, but not their retention in school. In addition, a longer distance to school increases the chances of repetition among primary pupils, especially girls, when controlling other factors. Thus, further interventions are necessary to target socio-economically disadvantaged households, especially to cover the opportunity cost of girls for staying in school and to establish schooling facilities in rural areas.
