A number of region-based Free Trade Agreements (FTAs) have been increasingly launched in the years following the Asian financial crisis in the late 1990s. Japan has provided a fascinated example. While Japanese foreign policy had been traditionally resistance to Asian regionalism, strikingly, the Japanese government has now pursued regionalism and region-based FTAs. Japan has concluded, and planned, a number of FTAs with its Asian neighbors. This paper focuses on political processes of FTAs negotiations. Although Japan never abandoned the global framework of the World Trade Organization (WTO), it gradually shifted to region-based bilateral FTAs, since the WTO negotiations takes too much time and have high political costs. A Japanese policy invention has been discourses on "complementation" that maintain FTAs and the WTO framework. In other words, regionalism and globalism are not zero-sum; rather the former compliments the latter in areas such as mobility and flexibility of negotiations. Complementation now dominates discourses on Japan's FTA agenda. However, it does not mean that any branch of the Japanese government is monolithic, which is evidenced by a clash of interest between the Ministry of Foreign Affairs (MOFA) and Ministry of Economy, Trade and Industry (METI). While both ministries agree to the expansion of FTAs and complementation between the WTO and FTAs, their policy priorities are very different. The MOFA perceives FTAs as temporal supplements toward global liberalization; the METI regards FTAs as a step forward in East Asian regional integration. This is why the MOFA frequently refers to "regional cooperation", whereas the METI stresses "regional integration". The aim of this paper is to examine policy discourses of FTAs in the two Ministries, and uncover the differences in their FTA policy goals. In addition, this paper will illustrate how the policy discourses on FTAs are articulated in a confrontation between the MOFA and the METI.
