Historically, Japanese universities are involved in education projects in developing countries at the faculty level by serving as advisory board members of such projects. However, since April of 2004 when public universities in Japan obtained legal personality status from the Ministry of Education, Culture, Sports, Science and Technology (MEXT), some universities began to seek out international education projects, so that they might be able to have a more active role in international cooperation activities, through competitive bidding. This paper provides an overview of Japanese universities' recent involvement in international cooperation and assesses the role that these universities play, specifically in the Japan International Cooperation Agency's (JICA) basic education projects. Particular attention has been given to the following universities as case studies: 1) Hiroshima University (Math and Science Project in Bangladesh); Kobe University (Girls' Education Project in Yemen); and Naruto University of Education (Teacher Training Project in Afghanistan). In the study, interviews were conducted with university professors who were in charge of the projects to find out the pros and cons of each university's involvement. Since the aforementioned projects were being jointly implemeted with the Japanese consulting firms, the experts from these firms have also been interviewed. Moreover, the study includes interviews with key JICA staff to obtain a more global perspective. Overall, the study found that the role of Japanese universities has a positive impact on the outcomes of international cooperation activities. For instance, the expertise that professors and various consultants bring to the table can help strengthen the quality of the project. At the same time, universities as centers of excellence can benefit from their participation since these projects can be used as educational and reaseach tools for students to test their theorical approaches in real world settings. In addition, universities were able to obtain external fundings through these projects, and this is perceived as an important evaluation of the university's performance. There are, however, a few caveats associated with the outcomes, including the fact that universities need to provide better flexibility for professors to be more involved in international cooperation through such education projects.
