The purpose of this paper is to investigate the discursive process of subject formation in gender training for peacekeepers by drawing on the Foucauldian notion of“governmentality.”Contemporary peacekeeping operations ask peacekeepers to acquire gender perspectives in order to not only acknowledge different needs and experiences of local peoples during and after the armed conflicts, but also recognize the unexpected influences of peacekeeping operations on these peoples. In particular, it is expected that acquiring a gender perspective will prevent peacekeepers from engaging in the sexual exploitation and abuse(SEA). In solving SEA, the gender experts who bring knowledge of gender studies into policy tools seek to improve“militarized masculinity,”a cause of SEA, by promoting gender training that implicitly encourages soldiers to identify themselves with new masculinity as peacekeepers. In this context, it should be noted that the philosophical condition of gender training presupposes the Cartesian subject at the trans-historical and trans-cultural position. It assumes that peacekeepers as the subject can attain ideal masculinity through technical guidance. However, through drawing on the Foucauldian notion of“governmentality,”gender training can be seen as being a technique of government that aims at normalizing peacekeepers as rational individuals in accordance with the civilized norms of whiteness and masculinity. Michel Foucault defined“government”as the activities and practices aiming to shape, guide and affect the conduct of persons. For him, the power/knowledge nexus serves to give social meanings of normal/abnormal to the conduct of persons. In this view, the subject can be stabilized only within the discursive structure that excludes the“others”who can not completely meet the civilized norm. Keeping this in mind, this analysis sheds light on the discourses of gender experts(policy papers, debates and anecdotes on gender training and SEA)by exploring the following questions:(1)how does“whiteness and masculinity”create normality? and(2)who are the“others”excluded in this subject formation?
