This article examines the contention between the incumbents and the opposition under competitive authoritarianism in Malaysia. Competitive authoritarianism is one of the“gray zone”regimes, which have characteristics of both democracy and authoritarianism. Levitsky and Way pointed that out 4 arenas of contention exist through which the opposition may challenge the incumbents: 1)the election arena, 2) the legislation, 3)the judiciary, and 4)the media. This article studies the contention of the media arena, focusing on the alternative media of the opposition. In Malaysia, media control by the state started from 1980s. Almost all mainstream media were under state control until the 1990s. There are 3 ways to control the media: 1)law; 2)ownership; and 3)promotion of self-censorship culture among journalists. On the other hand, the alternative media, which were started and run by the opposition, appeared during 1980s. This article examines the two cases of the alternative media in Malaysia, Aliran Monthly and Harakah. Aliran Monthly is a monthly magazine which is run by the advocacy-type NGO, Aliran, and Harakah is the paper operated by the opposition party, Parti Islam SeMalaysia(PAS). From the examination of the two cases, it is found that the most restrictive media control comes from the law, especially the Printing Presses and Publications Act(PPPA). As the opposition and its alternative media grew in influence, the incumbents applied the PPPA. In the late 1990s, the opposition started to operate new websites to bypass the PPPA.
