The divisions of East and West Germany and South and North Korea represent typical situations produced by the events of World War II. The unification of Germany in 1990 at the end of the cold war has impressed leaders and the public alike in both South and North Korea. Thus, how have the Korean people perceived German unification? In South Korea, the majority of people understand that the model German unification is inapplicable to the situation on the Korean peninsula. However, while Korea has not yet realized unification, the question arises why the Korean people conceive the German model as impracticable? Addressing this question, this paper focuses on the Roh Tae-woo Administration(1988-1992)and elucidates how the discussion on unification in Korea has changed. During the time of the Roh Tae-woo administration, the Berlin Wall came down and the two Germany’s achieved unification. Meanwhile, the Korean government declared its goal of democratization in 1987, only shortly before the Roh Tae-woo administration took office, enabling the Korean people to engage in discussion on the issue of unification. This paper divides the Roh Tae-woo administration into four particular stages:(1)from 1988 until November 1989(i.e. the public protests that resulted the fall of the Berlin Wall);(2)October 1990(i.e. the formal unification of both Germany’s);(3)September 1991(i.e. the joining of both North and South Korea to the United Nations); and(4)December 1992(i.e. the end of the Roh Tae-woo administration). This chronological approach allows for the analysis of changes in the discussions on national unification. Evidences for this analysis are drawn from three prominent monthly magazines: the “Monthly Chosun”, “Shindonga”, and “Mal”. In conclusion, this paper exposes that the argumentative changes in the discussion as it evolved in Korea during that time can be divided in two distinctive stages: first, the Korean people actively discussed unification and the experience of Germany following the fall of the Berlin Wall. Yet, due to the deteriorating situation in Germany that caused hesitation among Koreas, the view that unification should be postponed evolved into a mainstream stance at the time of the third stage of the Roh Tae-woo administration. This shift illustrates the historical reasons for why a “lifestyle conservatism” that has attached more importance to the preservation of standards of life has evolved into the mainstream view rather than Korean unification.
