There are criticisms against politicians who stay in one office for many years. In some countries, there are restrictions on re-electing the same person for the same office. We interviewed two former mayors of Kishiwada and Kaizuka cities who served for 32 years and 40 years respectively. We surveyed local government employees in five city halls in cities where they were mayors and three other cities. The following interesting facts we found are contradicting our conventional understanding. First of all, the long-serving mayors did not intervene in the personnel administration. They knew administration and policies in detail but left many to the front-line officials. Thus, their local government officials could keep higher morale than their counterparts. Secondly, the long-serving mayors had a stronger position against the local assemblies because they experienced local politics and administration more than the local assembly members. Thus, they could shout out the intervention to administrative decisions by assembly members. Thirdly, the long-serving mayors used their long careers when they had to negotiate with higher authorities. By expanding networks to national- and prefectural-level politics and administration, they could gain more financial and other supports. There is a question on leadership of mayors and governors in Japan. Some politicians show their leadership by visible acts and appeal to mass media. However, the long-serving mayors can give us an alternative understanding about how the leadership should be exercised.
