This article examines how the securitization of virus/disease reconfigures the correlations of terror, security and power by shedding light on the interrelated debates with regard to Thomas Hobbes, Carl Schmitt and Michel Foucault. HIV/AIDS has been classified as a health issue in developed countries, while in developing countries it is put into the category of development issues. However, since the late 1990s, it has come to be constituted as a security issue. In order to scrutinize this change in security perception, the work of Thomas Hobbes, who offers the theoretical foundation to Realism in International Relations, is an important starting point. This is because not only did the securitization of virus/disease extend the scope of security from military to non-military issues, but also because it is different from Hobbesian realism in terms of fear and power. Fear of virus/ disease which spreads irregularly, invisibly, and globally is beyond the control of the physical power of military forces as well as the legal power of sovereignty to reduce fear arising from the state of nature. In the age of such contingent fear, how can the relationship between humans and security be reorganized, and what kinds of powers are necessary to do so? This article consists of the following four parts. The first part surveys the pitfall of securitization theory regarding sovereign power in emergency. The second part clarifies how biopolitical security attempts to cope with the fear of virus/disease through intervention in both populations and individual bodies. The third part reviews the connections of geopolitical and biopolitical security in U.S. foreign policy after the cold war and in the war on terrorism. The last part investigates the “President's Emergency Plan for AIDS Relief” by focusing on the so-called “ABC approach” (abstinence, be faithful, use of condoms) as a prevention policy.
