The Report to the Prime Minister by Reconstruction Design Council in response to the Great East Japan Earthquake emphasizes that disaster reduction is an important approach that seeks not to completely prevent or guard against a natural disaster, but rather focuses on minimizing the impact of such a disaster. There is a growing interest than ever before for disaster education as people-oriented disaster reduction measures in the post March 11th Japan. The purpose of this article is to clarify the direction of disaster education in a recovery and reconstruction process of the affected areas of the Great East Japan Earthquake as a preliminary study for conducting further empirical researches. Firstly, the article overviews a development history of disaster education in Japan based on the previous studies and research in Kobe, the ex-affected area in Hanshin-Awaji earthquake. Secondly, it examines argument on goals setting of disaster education in Japan as well as in a global context. Based on these discussions, the article further analyzes a gap between the goal and realities of disaster education efforts at a school level, and then identifies issues that hinders widespread of disaster education throughout the country’s school education. From the examination, it is found that disaster education in Japan is placed, at a policy level, in a disaster risk management cycle, which covers prevention, response, recovery and evaluation. In Japan, disaster education is defined to aim at fostering children’s independent-minded attitude behavior of expecting and preventing risks to be a survivor in the event of a natural disaster. In addition, through the disaster education, it is expected that these children become an active supporter in disaster response and recovery processes. For the purpose, children learn about a mechanism of natural disasters and basic elements of disaster and disaster prevention in their community’s local context. That definition has been developed, reviewed and refined based on lessons learnt from major natural disaster experiences since Hanshin-Awaji Earthquake in 1995. In contrast, implementation of the disaster education is not much widespread at a school level. Although active efforts are observed in particular at the ex-affected and disaster anticipating areas, these efforts are difficult to be shared beyond the interest groups. It is partly because of lack of a curriculum on how and what to teach disaster education based on children’s developmental stage, lack of trained teachers as well as cooperative relationships among schools, parents and the local communities. Examples of Kamaishi and Kesenmuma cities indicate that advanced and almost 10-year period of efforts on disaster education could minimize number of children’s casualties even at the unexpected Tsunami on March 11. We could learn from these experiences on how to develop a city-wide school based disaster education and about how to develop a partnership among an academic, educational authorities, schools, parents and communities over disaster education. At the same time, as Kobe’s experience shows, through education children and teachers at the affected areas need to reflect, face up the event of March 11th experiences with a special attention to children’s psychological care, in order to inherit the memories and lessons learnt as their community’s culture, and to encourage children to be an active player in their community’s recovery and development process. This process could also contribute to further development of the Japanese disaster education and should be shared with an international community as international public goods to prevent the further children’s victims at the event of natural disasters.
