This article analyses challenges to the recent Japanese approaches to civil- military cooperation — between the Japan Self-Defense Forces (JSDF) and civilian actors such as the Ministry of Foreign Affairs (MoFA), the Japan International Cooperation Agency (JICA), international organisations, and non-governmental organizations (NGOs) — in two recent International Peace Cooperation Missions: the peace support operations in South Sudan (2011- ) and the disaster relief operation in the Philippines after Typhoon Haiyan (2013). The studies on the Whole-of-Government Approach (WoGA) suggest that their lessons learnt can be a useful instrument to analyse the current Japanese approaches to civil-military cooperation. Seven criteria are raised to evaluate their effectiveness. The authors’ examinations in the two missions identified some crucial challenges to the practice of civil-military cooperation on the field level. Coordination for operational role-sharing between the JSDF and the Embassy was not formally arranged but rather depended on a personal and ad hoc basis. This resulted from the fact that there is little shared understanding nor a formal agreement amongst the ministries and agencies in the capital over the procedures and protocols allowing the field staff (domestic actors operating in the field such as the JSDF, Embassy staff, JICA agents, etc.) to effectively coordinate between the military and civilian actors. Whilst the 2013 National Security Strategy (NSS) promotes civil-military cooperation (effective usage of the ODA in International Peace Cooperation Missions), no formalised policy nor practice guidelines have yet to exist for the ministries and the field staff for civil-military coordination. This contradicts the findings of the WoGA lessons-learnt studies. Measures thus must be taken to ameliorate the present missing link between the civil-military cooperation strategy on the national level and the implementation policy on the field level.
