Since the 1990s, the comfort women issue has remained one of the most contentious historical issues between Japan and South Korea. While scholars have analysed how this conflict developed, at the same time, they have not studied how this issue was discussed in the two countries before it emerged as an important diplomatic issue. As long as there are diplomatic issues between Japan and South Korea, it is important to analyse how such issues were uncovered and how the people’s understanding of them developed. On the basis of this idea, this paper analyses the discourse on the comfort women issue before the conflict evolved in South Korea. It focuses on the Korean discourse because it is the Korean side which raised this as a crucially important issue. The findings are as follows. The process of the rediscovery of the comfort women issue, which had not been given importance in South Korea before the 1960s, comprised two steps. The first step was in the early 1970s, when this issue was discussed in the context of the Sakhalin Koreans. In this case, most Sakhalin Koreans were understood to be people mobilized by the Japanese empire, and the women were regarded as those mobilized as comfort women. The second step was in the early 1980s, and it included two pivotal events: the first dispute on a Japanese history textbook in 1982 and the coming out of overseas Korean comfort women. In particular, the sudden appearance of the overseas Korean comfort women became big news in the first half of 1980s. In this process, the comfort women issue was rediscovered and was accorded importance in South Korea. Consequently, South Koreans began writing books and articles telling the story of the comfort women in the 1980s. However, such materials remained simple patchworks of facts which the authors had retrieved from Japanese works of non-fiction, mainly written in the 1970s, because these were basically the only resources on which they could depend. These materials in South Korea also lacked a theoretical basis to sustain their narrative without naïve criticism of the Japanese past, as the South Korean people at the time regarded this issue as one of the typical stories of victims of Japanese imperialism. However, the increasing attention on the comfort women issue during the 1980s started to attract the attention of different kinds of people, and this attention established the discourse of comfort women in South Korea. In particular, the women’s movement played a crucial role in this process, providing the theoretical background to the issue and translating it as an issue of sexual abuse. Consequently, from the 1990s onwards, the South Korean discourse on the comfort women dispute developed.
