This study intends to reveal the features and implications of the contemporary global environmental governance by describing the development of Forest Law Enforcement and Governance(FLEG)approach in Indonesia. One of the most important issues on global environmental governance is said to be the fusion of governance from above(i.e. government, international organizations, etc.)and from the bottom(i.e. “the local”). This interest is shared also in the context of FLEG approach. It is not only important for the purpose of securing the social environment of the local, but also of protecting natural environment. Though this paper shares the importance of them, what we can see in the Indonesian FLEG approach is not fusion of them, rather incorporation of the local dimensions into the governance from above. Consequently, the ratio of forest coverage in Indonesia continues diminishing in spite of the development of global environmental governance. To elucidate the situation, we focus on three points bellow. First, we trace the genealogy of the forest management in Indonesia. It will be come out that even though the mode of forest management changes with the times, governance from above is consistent. And it is deepen and widen by innovating the form of law and the local voice. Secondly, we describe how FLEG approach is being developed in the field of Indonesia. The simplistic forest law enforcement can be seen there and it is revealed that international environmental intervention hardly bears meaningful fruit now. Finally, we examine how the local voice can be reflected on global environmental governance. Though what is endorsing the legitimacy of the global environmental governance is law and local voice, what improves the situation can be the voice itself. By examining them, the present state and the possibility of the local voice would stand out in relief.
