Why do the militaries in some states in Southeast Asia become more committed to civil-military cooperation in disaster relief(DR)activities? These militaries have traditionally played dominant roles in DR, distancing themselves from cooperation with civilian organizations like non-governmental organizations(NGOs), state and local authorities, and international humanitarian agencies. Such attitude has recently changed. These militaries conduct DR exercises with civilian organizations aiming at more effective cooperation between the two sectors. They have even produced their own version of civil-military cooperation guideline for DR particularly emphasizing the active military roles – still respecting but altering the conventional Oslo Guidelines(indicating the military should be used at the last resort)– with closer cooperation with civilian organizations. Where do such changes come from? Changes to more committed cooperation with civilians may disturb their tradition in which the military has remained a dominant player in DR. More open policy with civilian organizations may also mean an increase of risks of external demands for respect for rule of law, more transparency, and protection of human rights, which may lead to unwelcome internal reforms within the military. Why do these militaries change their policy at the expense of such risks? Organizational change theories provide us with useful hints to this question. They explain that organizations adapt their internal structures to changes in their external environment. Cases in the militaries of Southeast Asia(Indonesia, the Philippines, Thailand, and Vietnam)were studied. The authors suggest three major reasons: (1)adaptation to military demands in the non-traditional security environment; (2)isomorphic changes by international norms that compel democratic control including transparency, civilian control, and rule of law; and,(3)response to extended interpretations of“military effectiveness”more suited to the DR environment, thereby requiring wider military capabilities to meet their social imperatives.
