This paper analyzes Japanese language education for international technical trainees in order to identify the purposes and educational practices of The Association for Overseas Technical Scholarship (AOTS) from 1959 to the early1980s. After World War II, the acceptance of international technical trainees in Japan was one of the most important aspects of technical cooperation between Asian countries, which was part of a broader economic cooperation between these nations. Although the number of international technical trainees had been increasing in the period studied, no overarching Japanese language education policies had been developed for international technical trainees, which meant that Japanese language education was the responsibility of the accepting organizations. In AOTS, director Goichi Hozumi’s idea reflected the purpose of accepting international technical trainees. As such, Japanese language training was emphasized and international technical trainees were supported, not only as trainees but also as human beings. Japanese lecturers valued the “educational effect,” which can be seen in the selection of sentence patterns, words, and speech styles in short Japanese language learning program lasting for five weeks. Moreover, trainees who finished the program were monitored and supported after the completion of the training. AOTS accepted trainees from diverse backgrounds and they designed their educational methods accordingly, by making multilingual versions of their textbooks, applying audiovisual tools and methods, and using the aptitude tests Such practices were based on results of overseas research on foreign language learning and teaching. Based on the findings of this paper, it can be concluded that AOTS conducted their Japanese language training program with the clear aim of accepting international technical trainees, and they modified their teaching methods to suit their programs and provide good results in Japanese language education for trainees.
