International conference held by International Maritime Organization (IMO) adopted an international treaty “Control of Harmful Anti-fouling Systems for Ships” in October 2001. This treaty includes bun of the usage of the harmful organotin compounds which act as biocides in paint products. Japanese government ratified the treaty in July 2003. Japan Paint Manufacturers Association (JPMA) started self-control on antifouling systems in Japan and issued the list of registered paint products with and without certain biocides on their website. The purpose of this investigation was to grasp the state-of-the-art of new antifouling system that will be used in Japan based on the list by JPMA. A total of 341 paint products by 8 paint companies were registered as of February 2005. A total of 375 paint products by 11 paint companies were registered as of February 2018. Sixteen biocides were registered in 314 products and the rest 27 products had no biocides in 2005. Fourteen biocides were registered in 354 products and the rest 21 products had no biocides in 2018. Biocides were used in single for 57 products, in two-mixture for 163 products, three-mixture for 75 products, and in four-mixture for 19 products in 2005. Biocides were used in single for 46 products, in two-mixture for 244 products, three-mixture for 59 products, and in four-mixture for 5 products in 2018. Six biocides such as cuprous oxide, copper pyrithione, zinc pyrithione, triphenylborane-pyridine, Seanine-211, and chlorothalonil were used in single. The combinations such as “cuprous oxide + copper pyrithione”, “zinc pyrithione + triphenylborane-pyridine”, “cuprous oxide + Diuron”, “cuprous oxide + Zineb”, “zinc pyrithione + Econea” were mainly used as two-mixture.
