This paper describes (1) what kind of meaning high school teachers give to schooling of non-native students in Japan, and (2) by what king of factors the meanings are constructed. Its purpose is to show the significance of paying attention to not only researchers’ concern but also teachers’ one through the analysis. This study analyzes teachers’ recognition from the perspective of teacher culture and accountability required for schools. The findings are as follows. Firstly, the results of interviews confirm that the teachers give two meanings to schooling of non-native students in Japan. One is that schooling of the foreign students is the opportunity to correct the enrollment gap between the Japanese and foreign students, and the other is that the increase in the enrollment rate of the foreign students is also opportunity to deepen cross-cultural understanding for mainly Japanese students. Secondly, the results of analysis indicate that Japanese teacher culture which focuses on developing the relationship among students influences the latter meaning. In addition, especially high-ranking teachers such as principals are affected by the accountability required by the board of education. Moreover, even though teachers’ work is getting busier, they try to make more meanings regarding the schooling of foreign students. These results show that the teachers are struggling to give some educational effect to both Japanese and foreign students in the face of various social and cultural constraints. From these discussions, this study concludes that the important thing is not only analyzes and criticizes teachers’ practices in terms of researchers’ concern, but also grasps the circumstances surrounding teachers and their thoughts from their viewpoints in order to understand the structures of educational issues related to foreign students.
