The issue of comfort women still remains the most serious obstacle impeding Japanese and South Korean relations. One reason why this issue has such special importance among other similar problems regarding on Japan's colonial pasts is that it has attracted much attention from international society. Given its dual significance in that it relates to both colonial rule and gender, this issue was regarded as not only important in the context of Japan-South Korean relations, but also crucial for us to think about when considering human rights of women in international society. But if we remember what happened during the war and under Japanese colonial rule, we can see that the issue of comfort women is important, but it is not only one issue related to human rights and Japan's past. How then did this issue acquire such a special position? Who made this so and for what reasons? This paper explores a process of internationalization of the issue of comfort women by tracing personal history of Etsuro Totsuka. Totsuka is an international lawyer and human rights activist who has argued at international organizations such as the United Nations Commission on Human Rights and the Sub-Commission on the Promotion and Protection of Human Rights and in 1992 became the first person to submit the issue of comfort women to these institutions. Looking back at his personal history, it is clear that he had not been interested in colonial or gender issues before finding and submitting the issue of comfort women to the aforementioned institutions. How then did he find the issue, and why did he decide to submit it to UN institutions? By exploring Totsuka's process, this paper elucidates how developments in the 1980s made the issue of comfort women into an internationally important one.
