It has been seventy-three years since the United Nations adopted the Universal Declaration of Human Rights as a common ideal for international human rights. In 2000, the Act for the Promotion of Human Rights Education and Human Rights Awareness-Raising was enacted to accelerate the implementation of human rights education in households, companies and communities. Despite the law, however, some local Japanese communities and schools have not formulated strategies for human rights education, and it remains unclear whether or how this act has been implemented. This study examines the similarities and differences in the goals, content and implementation among various strategies for human rights education. It contributes by considering the characteristics local governments address through their human rights education and what they expect citizens to learn by investigating three local Japanese governments—Tokyo Metropolis, Aichi Prefecture and Osaka Prefecture—that have formulated human rights education policies. These municipalities were selected because they play central roles in domestic politics, economics and culture and are regarded as important for establishing the future direction of human rights education. The findings are as follows: (1) human rights education strategies differ across these local governments based on their local background, (2) while the content of their human rights education differs, each municipality incorporates the issues referenced in the Universal Declaration of Human Rights and the United Nations Human Rights Treaty (e.g., those related to children, women and people with disabilities) as well as specific domestic issues such as those related to the Burakumin and Ainu, indigenous people in Japan, and (3) each municipality expects citizens to acquire knowledge of human rights issues and cultivate proper values and attitudes through human rights education.
