The mainstream of focusing exclusively on poverty reduction in international aid has begun to change due to the rise of emerging countries and after the 2008 global financial crisis. In addition to poverty reduction and social welfare, the changing trends emphasize economic development and national interests of donors on the one hand and global environmental conservation on the other. Under these circumstances, South Korea, as a new member country of the Development Assistance Committee of the Organisation for Economic Cooperation and Development (OECD-DAC), has taken multiple measures to cope with new global challenges such as United Nations’ Sustainable Development Goals (SDGs). This study examined how South Korea, which joined the OECD-DAC in 2010, has responded to the changing trends in global aid. After joining the DAC, South Korea expanded its aid volume to keep pace with other DAC members. The Ministry of Economy and Finance, emphasizes the pursuit of economic national interests, mobilizing the loan-aid which is under its sole jurisdiction, and the Ministry of Foreign Affairs gives policy priority to contribution to global issues including poverty reduction through grant aid from a diplomatic point of view. As a result, loans and grants have been vertically and separately controlled by the two ministries and the Korean official development assistance (ODA) has been implemented without well-constructed integrated systems. However, with diversification of global aid trends under the SDGs, there are various demands in development cooperation. Therefore, South Korea's complex and vertically divided ODA system and resource allocation have aligned with the diversifying international trends and goals in the era of SDGs.
