This paper discusses what the Japan Postal Services of Public Corporation (JPSPC: JP) ought to be, based on an examination of the interim report (December 2001) of the Study Group on the Postal Services of Public Corporation. (1) The JPSPC does not necessarily have to be owned 100% by the State. Only a majority should always be owned by the State. (2) Drastic 'privatization' of postal services cannot be considered a realistic alternative. In order to give a wide scope of freedom of management while placing postal services under public ownership, it is necessary to separate planning and implementation functions. In the planning function of the State, social targets should also be set. (3) The State should devote itself to being the owner, and an independent regulatory organization should be created as the new regulator. (4) What is required is a total design of Japan's financial system. There should be a debate on how the JPSPC and private financial institutions should be coordinated to contribute to the people's welfare. (5) In order to make Japan Postal Services of Public Corporation people-friendly, something like the National Council of Users in the United Kingdom should be created and standards for securing minimum access to post office services established.
