Especially since the publication of the Common European Framework of Reference for Languages the benefits of multilingual education have been widely discussed and proponents especially of plurilingualism have been gathering appealing arguments against a spreading form of bilingualism which combines one native language with a lingua franca currently associated with English. Using a declaration by an International German Teachers Conference held in Luzern in 2004 as an example, this paper discusses some central strategies of arguing for plurilingualism. In order to understand the significance of these arguments, one must recognize that they are strongly influenced by a long tradition of thinking about language in Europe, which found one of its clearest expressions in the work of Wilhelm von Humboldt. This tradition is based on a philosophical framework embracing some fundamental beliefs about the nature of the human spirit on the one hand and ethical principles on the other. If this framework is not understood, proponents of plurilingualism lose their best arguments, but the philosophical framework itself lies outside the sphere of applied linguistics, and therefore is a factor that is seldom recognized by language teachers even in Europe.
