Faced with an aging society, a number of issues and measures have been discussed in various sectors in society. Most frequently discussed are issues that relate to social welfare and medical care of older people. In recent years, however, education for older people has also become one of the emerging issues in many countries. Taking the United States, for example, educational programs for older people have become more visible in the past decades, particularly in such places as adult schools, community centers and senior citizens centers, and churches and synagogues. Even universities and colleges, which had traditionally been characterized by an inherent youth and occupational orientation, have become more responsive to the educational needs of older people. In Japan, on the other hand, most programs for older people have principally been introduced by the local authorities according to governmental guidelines. At the same time the number of people who are interested in higher learning in their later years is gradually increasing, though the number of those who attend universities and colleges is still negligible. Analyzing survey data, this paper examines what expectations or worries Japanese universities have in planning to extend learning opportunities to older people on their campuses. Then, with more detailed observations, the study identifies several possible measures that the universities may take in order to facilitate higher education for middle-aged and older adults. The responses of 255 universities are classified and examined in seven categories: 1) those with no plan versus those whose plans involve 2) possible take-off for some programs; 3) expanding the university extension programs; 4) increasing auditing opportunities or increasing regular lecture classes open to the public; 5) flexible scheduling and an articulated curriculum that will help daytime and evening students; 6) expansion of the special admission systems for adults; and 7) implementing a brand new program for older adults. Some typical examples facilitated in pioneering institutions are also introduced for reference whenever applicable. As for the foreign examples, their indiscriminate importation is not recommended. It is suggested, however, that the introduction of such examples would be useful in seeking some implications for further development of the education of older people in higher education. Summarizing the findings and discussion, the paper proposes several recommendations to be adopted by Japanese universities in the course of their planned innovations.
