Recently much has been discussed about the necessity of "Faculy Development (FD) at Japanese universities. But most of cases the notion of FD limited only to an effort of "improvement and development of professors' teaching capability". However, this notion of FD overlooks the very important social responsibilities of university professors as "academic profession". As a "academic profession" university professors are expected to function not only as "teachers" but also as a "researchers" and a "service providers" to society. These are the social responsibilities of university professors as "academic profession”. For them, therefore, to develop their capability of teaching is not sufficient. They have to develop their ability as researchers and service providers as well. At the same time, they are the principle administrators of their universities. They have to be rational decision makers and effective organizers too. In this sense they have also develop and improve their capability as "managers" of their own universities. All of these aspects of faculty development should be redefined as "Professional Development CPD)",since faculty are the main "asset" or "capital" for the university and society. In addition to develop themselves professionally, university professors have to develop themselves as "human beings" too. Thus today we need to organize the effort of FD program to improve and develop university professors' capability and competence professional y as well as individually. Furthermore, since, the needs of university professors for FD at different career stages could be different, we must also take the career stages into consideration when we oraganize the FD program. However, this article can touches only on the issue of educational aspect of FD and the social and educational background from which the needs of FD effort have emerged in Japan recently. The rest of my argument will be disccused in the next article.
