Recently much has been discussed about the necessity of "Faculty Development (FD)" at Japanese Universities. But in most cases the notion of FD is limited only to an effort of "improvement and development of professors' teaching capability". However, this rather narrow notion of FD overlooks the very important social responsibilities of university professors as an "academic profession". As an "academic profession" the university professors are expected to serve not only as "teachers" but also as "researchers" as well as "service providers" to society in general. These are the social responsibilities of university professors as an "academic profession". For them, therefore, simply to develop their capability of teaching is not sufficient. They have to develop their ability as researchers and service providers as well. At the same time, they take the principle role to run their universities too. They have to be rational decision makers and effective organizers. In this sense they have also to develop and improve their capability as "managers" of their own universities. All of these aspects of FD should be redefined as "Professional Development (PD)", since faculty are the principal and critical "asset" or "capital" for the university and society as a whole. In addition to develop themselves professionally, university professors need to develop themselves as "individual persons" too. Thus today we need to organize the effort of FD program to improve and develop university professors' capability and competence professionally as well as individually". Furthermore, since the needs of university professors for FD at different career stages could be different, we must also take the career stages into consideration when we organize the FD programs at the university. Following the Part I, that discussed the general background necessitating the total FD efforts at Japanese universities today, especially those focused on the improvement of teaching, this article develop the argument on the necessity of FD in the areas of "research development" responding to "intellectual menopause" , "university management" and "organizational development" allowing the university president to take the lead, and " personal development" focusing on the critical stage of " middle age". The main obstacle which makes difficult to implement the FD programs in Japan lies in the fact that Japanese university professors do not yet realize themselves nor are organized as "academic profession". Like other professions the university professors as "profession" have to be self-disciplined and be accountable for their jobs and results to society as a whole. Otherwise the Japanese university professors would still allow the government and other interest groups to intervene and direct on university matters.
