The University Council in Japan has proposed many policy recommendations to improve the quality of undergraduate education in Japan, such as the use of syllabi, the introduction of GPA system and the encouragement for the faculty to participate in faculty development. Strangely enough, however, it hardly referred to the important role of the university library contributing to improve the quality of undergraduate education in Japan. In the United States, on the contrary, the importance of the undergraduate library is well recognized. Every university and college is making effort to make its library more better environment for learning of undergraduate students. For example, many libraries open 24hours a day, give the various places for them to study and discuss each other, equip with more PC, and make the reserve room digitized. Most students now can get every resources for their class from their own PC, but they still come to the library to study, to meet friends, even to eat and drink. Thus even in the age of the Internet, the role of the university library is still crucial for education of undergraduate students. The role of the libraries and librarians so far have been considered to be supportive to teaching and the teaching faculty. Now their roles are changing into more crucial one that the librarians take a responsibility of education of the undergraduate students to teach how to conduct research in the library with the teaching faculty, that is becoming more emphasized in undergraduate program in the United States. The libraries and librarians are making great effort to “reach out" to their customers. That the library is the educational institution and the librarian is the educator is of the well recognition. We, then, have to learn not only the method of teaching and the various tools but the infrastructure like the library system to improve the quality of undergraduate education in Japan from the United States. Finally, but not least I express my gratitude for those who gave us many assistance in the United States.
