In this essay, I attempted to describe the course of University teachers' growth in relation to the methods and the design of appropriate Faculty Development programs for them at first, and then discussed about some negative symptoms caused by students' evaluation of teaching and learning. The developmental course of the teachers is considered to consist of four phases like four seasons. The phase, "spring" , is an initiation period for fresh teachers to start their lives as University teachers, participating into freshmen orientation and modeling senior skilled teachers. The phase, "summer" , is a leap period for the freshmen to become skilled good teachers thorough various FD programs and their action studies on Teaching and Learning. The phase, "fall" , is a fruitful period for teachers of middle standing to create and show new ways of teaching on the basis of their action studies on teaching and learning and their experiences of teaching, text writing, inspection of teaching of younger teachers, e. t. c. The phase, "winter" , is a period of termination for senior teachers to end their carriers as teachers, playing various roles as a manager doing administrative jobs, a coach of younger teachers, an advisor of teachers of middle standing. In the aspect of FD program design, six stages were proposed in the teachers' development. According to each stage, different topics and methods should be adopted in FD program. For example, methodology of teaching a certain subject, pedagogy, educational engineering, educational psychology, economics and politics were taken into FD program relatively from the first stage to the sixth stage step by step. In the discussion about evaluation of teaching and learning, it was accented that teachers have to pay attention to negative symptoms caused by its bad implementation. The so-called "evaluation" disorder syndrome includes the over-dependence upon, the waste of, fatigue from, the addiction to, and the over-estimation of the evaluation. In order to prevent from the "evaluation" disorder syndrome, several attitudes were proposed as effective and useful as following, 1) not to persist in thinking that the evaluation unconditionally improves teaching and learning, 2) to understand that creating and developing new teaching is one of the best ways to improve the teaching ability of teachers, 3) to see the dynamic aspects of teaching and learning which varies temporally, and 4) to make efforts to reflect the results of the evaluation into their teaching and learning, reinforcing their good habits of teaching and finding out new problems to be solved.
