The author carried out the formative evaluation as a teacher and researcher in a university Freshmen English class, whose aim was to develop oral communication skills using US television news programs as a material. When she found that some students were having difficulty in following the class, she decided to conduct the formative evaluation, which involved questionnaires, a new collaborative task that required a greater students involvement and peer-evaluation, and listening tests at the beginning and the end of the evaluation period. Positive changes were observed in the students and teacher. As for the students, their listening proficiency. as measured by Secondary Level English Proficiency test, had a statistically significant gain of 2.23 points (N=35. α =. 05. p < . 05) at the second testing. As for the teacher, she became more cognizant of her educational activities in the class. Since this study did not involve controlled experiments. it is difficult to know whether the gain in the listening test was due specifically to the formative evaluation, or whether a similar gain could have been obtained without the formative evaluation. Despite such a methodological drawback, it can be said that the observed positive changes may be enough to warrant the use of formative evaluation for the purpose of improving educational program by the teacher.
