Several big cities are now facing with enormous increase of teacher's demand within a few years. The reason is that in spite of declining birth number the number of retiring school teachers within next 10 years is predicted to increase sharp in these big cities. In this study, future demand of school teachers is forecast for each 47 prefectures,taking into account future trends of birth number,resulting declining number of primary and lower secondary school pupils,and increasing number of retiring teachers which derives f om age structure of present on-job school teachers. The time span of the forecasting ranges from 2005 to 2021,16 years,4 cycles of 4 years teacher training period. Outcomes of the forecasting indicate that 47 prefectures are c1assified into 4 types,(1) rapid increase and rapid decease type ( 1 1 prefectures),(2) steady declining types(3 prefectures),(3) late increasing type (18 prefectures),(4) stable type(15prefectures). In this paper several simulations based on several different scenarios were attempted to clarify in which prefecture how many teachers are in short supply or oversupply in which timing. These simulations showed that existing education information collecting and processing system is so insufficient,that as pointed out by Policy Evaluation Bureau,Ministry of General Affairs in 2003,more comprehensive forecasting of future teachers demand,based on more necessary statistical information should be made. Without it,Minister of Education cannot provide 6 year targets to National University Corporation concerning teachers training function, while National University Corporation, which become more independent and more responsible for its own management than former National University,cannot make up their 6 year planning which is prescribed in the new National University Corporation Law.
