Nowadays, Japanese higher education sector is in trend of promoting an innovation toward what is called “active learning”, i.e., student-centered learning-by-doing education, and conducting the transfer from an old lecture-style teaching to a new learner-centered teaching in class, adopting such “active learning” activities as small-group discussion, debate, Problem-Based-Learning, Project-Based-Learning, group work (e.g., cooperative learning), e. t. c., in place of the one-way delivery of knowledge from a teacher to students in the old passive lecture-style teaching. In this essay, what is teacher’s core-competency necessary to facilitate “active learning” in college and university is discussed. In the first chapter, after the problem of the essay is explained, the innovation toward “active learning” is reviewed, and questions about its definition are explained. In the second chapter, another question about the definition is explained in relation to Group Dynamics. Itis discussed that a key to succeed in transfer to “active learning” may exist in teacher’s competency as a skilled leader and a classroom manager. In order to obtain such competency, every teacher does not have to learn knowledge and skills of leadership and classroom management, but also to experience as a teacher who develop, use and improve such “active learning” activities for several years. In the third chapter, it is discussed that there are two reasons why “active learning” is promoted in Japanese higher education sector now. The first reason may be found in the learning effect, i.e., outcomes of “active learning”, and the second reason may be found in the current rapid drastic change in our society into sophisticated information society and knowledge-based society. As examples as to the second reason, the transfer to Problem-Based Learning curriculum in medical school (e.g.,Harvard University) and in dental education (e.g., British Columbia University) is explained. The following chapters will be in the next volume of the journal.
