In the 1870s, Samoa’s first modern government was established. In this article, “modern” refers to any introduced systems or goods by Europeans, which, in this case, includes Americans, after the 18th century. According to previous research, the government was established as a result of European territorial ambitions, and the reason why Samoans supported the government was American influence. This article will consider two issues: first, whether Samoans needed this “modern” government, and secondly, whether there are other reasons why Samoans supported it. The paper will first clarify why the government was established from the perspectives of both Europeans and Samoans. A tentative answer will be proposed for the question of whether Samoans hoped to establish the modern government like Europeans, followed by an exploration of the constitution which was established at the same time as the government and an explanation of the structure of that government. Careful analysis of the nature and content of the constitution will in turn throw light on the nature of the government. This analysis is intended to reveal why Samoans supported their government, for reasons other than the American influence.
