There were different evaluations of the Japanese language education for international students between Japanese language education and international student education in the around 1990. How did this difference occur and how we evaluate the Japanese language education for international students? This paper analyzed Japanese language education for international students in view of the policies and educational practices post-WWII until around 1990. Policies on Japanese education began as a response to the problems of international student acceptance. In the beginning, the policies pertained to Japanese education for international students, but they gradually expanded to include general Japanese language learners. After the 1970s, based on each subject practical issues of Japanese language education were considered in detail, and systems for the Japanese language education were organized. From a practical aspect, the basis of teacher partnerships was created, and the sharing of practices and knowledge was promoted until the 1970s. At that time, the mainstream view of Japanese language teaching involved the teaching of common and basic Japanese for any learners. From the 1970s, while the content, curriculum, and methodology of the basic Japanese language education were being developed, the interest in the provision of the Japanese language education that is related to the learner’s major from the elementary level began to arise. There are two directions in the Japanese language education for international students: (a) to develop basic Japanese by following the curriculum for the international students and (b) to correlate Japanese language education with the student’s major. From the perspectives of education for international students, students were trained in the Japanese language skill so that they could take a university course. However, from the perspectives of the Japanese language education, students were trained in the foundational skills of the Japanese language so that they could advance their individual study of Japanese after entering a university. The different evaluations of the Japanese language education for international students occurred by the difference of the view that they put much value on the professional education or the basic education
