After the Second World War, the United Nations was founded to maintain international peace and security. The UN tried to establish a collective security system aimed at maintaining peace. However, the system didn’t worked well under the Cold War. The existence of veto power led to ideological conflict inside the Security Council and caused “paralysis” of the Security Council. The end of the Cold War signifies “resurrection” of the Security Council, and the international organization presupposing the framework of the Cold War was seeking to the raison d’être then. NATO ensured an identity as a value community that defends liberalism and democracy, and has decided to tackle resolution of regional conflict, institution building, and cooperative security. NATO expanded to east and intervened some regional conflicts, especially Yugoslavia and Kosovo. To analysis these issues can clarify that how NATO has been involved in international and regional security. CSCE/OSCE continues to be a channel as a bridge between East and West, and the permanent institution was established to achieve the objective. In the context of counter-terrorism, OSCE tries to establish a valid framework consistent to the policy of comprehensive and cooperative security. In addition, OSCE plays a significant role during the Ukraine Crisis. These cases are the reality of new security concept and approach. In this paper, I discuss some activities of NATO and OSCE from the perspective of international law. Currently, it is said that the Security Council is playing a central role to maintaining international peace and security after the Cold War. On the other hand, activities for security by NATO, which is based on military capabilities, play a major role in international security. Comprehensive and cooperative security by OSCE has also attracted attention in the context of regional security. Prior research on security in international law is often focused on resolutions and practices by the UN. This paper aims to reconsider NATO and OSCE contribution to international peace and security in the view of international law based on prior research discussing international security and prohibition of the use of force. Therefore, to examine activities for security by international organizations and its status on international law is main purpose of this paper.
