This essay provides a brief overview of a transformative approach, the organizational analytical framework originated in the Scandinavian school in public administration studies and examines its availability to the public sector reform as a response to crisis. Studies on public sector organizations were once active in organization studies and public administration studies. However, the interaction between them is recently not enough when compared to the research as to the general theory of the public sector. The transformative approach may play a complementary role to this research trend because this approach allows observers to figure out the reality of public sector reforms through three analytical lenses, an instrumental-structural perspective, a cultural perspective, and an environmental perspective. Nevertheless, it has mainly two weak points as a theoretical framework. First, it is ambiguous whether these three perspectives are independent variables or only analytical lenses. The transformative approach may provide a guideline about a detailed description of public sector reform, but not necessarily suggests testable hypotheses. Second, since it explains all dimensions of the decision-making process in the reform, it may not extract any meaningful knowledge from the phenomenon. To cope with them, a causal model about turbulent governance plays a role. The model shows the relationship between the turbulent situation and organizational-institutional change as a response to the situation, and the transformative approach covers the decision-making process, which is left as a black box in the model. Therefore, it has the availability for the analysis of crisis management by the public sector.
