ソロモン諸島国は,2014 年 4 月に首都ホニアラを中心として起こった大水害により 10,092 人が避難した。すぐに国内外からの物資や人的な支援が入ったため,避難所で物資に困ることは少なかったが,避難所以外への物資の配給は十分には行われなかった。多くの農地が洪水被害を受けたためにマーケットでの野菜やイモ類の価格が高騰し,米やツナ缶への依存が高まった。被災後すぐ下痢や胃腸炎が流行し,夏には麻疹が流行した。ホニアラ市では家の再建が遅れたが,農村部では畑を複数もつ世帯が多く,ワントークシステムも強固なために復旧が早かった。都市部でも教会を中心としたコミュニティの絆は強いので,避難所以外でも教会を中心とした配給システムや災害教育を平時から行うことによって災害準備性を高めておけば,今後の被害軽減に有効であろう。
In April 2014, Solomon Islands suffered from a great flash flood mainly in Guadalcanal province, especially Honiara city, where 10,092 people stayed in evacuation centers. National/International food and financial aids soon started, then food, water, clothing and needed goods are distributed to evacuation centers enough. However, such goods were not effectively distributed to the people who had no connection to the evacuation centers. Most food gardens were affected by the flood or landslides, so that the prices of vegetables and tubers rapidly became higher, double to triple of those before the flood. People faced difficulty to purchase such expensive food items, then their dependency on rice and tinned-tuna was increased. Just after the flood, the incidences of diarrhea and gastroenteritis rapidly raised, and 4 months later, the outbreak of measles occurred, probably because of stop of vaccination after the flood. In Honiara city, rebuilding houses were very late, comparing with rapid rebuilding houses in rural areas. Rural households usually have several gardens, which is robust to natural disasters due to risk hedges and they can rebuild houses by themselves using strong ties of so-called WANTOK system. Even in the Honiara city, people have strong ties of the community, centered in the churches, so that it may be possible to utilize churches as centers of distributing goods and/or community education center for the all dwellers, as a kind of disaster preparedness.
