本稿は、2015年 1月 23日に神戸大学附属図書館フロンティア館において開催された「第 4 回被災地図書館と震災資料の収集・公開に係る情報交換会」での講演をまとめたものである。阪神・淡路大震災から20年、東日本大震災から4年は、相互に災害の記憶を次世代に伝えていく上で共振しあう関係にある。阪神・淡路大震災については、20年という時の流れの中で、大規模災害の記憶を歴史としてしか引き継げない時期が来ている。本稿ではこのような時期にあたって、災害資料の収集・保存・活用の課題について、具体的な事例を通して考察したものである。
At 5:46 on 17th January 1995, an inland earthquake occurred with its hypocenter located 16 km beneath the northern end of Awaji Island, measuring 7.3 on the JMA magnitude scale. From Awaji via Kobe, Ashiya, and Nishinomiya to Takarazuka, the seismism, called Southern Hyogo earthquake at first, was registered 7 on the Japanese intensity scale—for the first time in the observation. It is estimated that 6,434 people were killed in its aftermath, including related deaths. On 14th February Tokyo designated the catastrophe the Great Hanshin-Awaji earthquake. Two decades have passed. It is a historical question per se whether a score of years is reasonable for delimiting the Hanshin earthquake as a social phenomenon. Nevertheless, the 20th anniversary can bear a particular meaning if we regard a round number anniversary as the advent of an opportunity to revive our recollection independently as well as to embark on a new stage. In 2010—15 years after 17/1—I organised an exhibition of the disaster with my students in Itami city as a part of my seminar. Those students, around six or seven in1995, had some remembrance of the event, including information from TV shows etc. This year, on the other hand, most of the seminar participants are either without unambiguous memory or of the generation after the earthquake. Even the fourth year students were at the age of two or three in that year and some of them told me stories from their parents—not their own stories. 20 years is not a short time. We have to reconstruct the disaster memory as our history and hand it to future generations: also we have to historicise our memory. This plays a crucial role in transmitting past disaster experiences for the sake of our society at large. In this paper, I think about a significance of collection, preservation, the use of the earthquake disaster document in such a stage.
