In the ensuing months after the failed coup d'etat of August 1991 , and especially after the collapse of the Soviet Union at the end of the same year, many foresaw little difficulty in bringing democracy to the newborn Russia. However this hope was soon to be dashed. There were several reason for this,each of which is inextricably intertwined with each other. In my view, one unexpected obstacle, which was not given due weight in the early days of reform, was the problem of how to maintain the union and keep each breakaway member from going its own separate way. If we look back in history at the Bolshevik Revolution, we can see that the Revolution destroyed the Russian Empire and replaced it with a new union called the U. S. S. R. under Leninism. Here the initial "voluntarism" for the formation of the U. S. S. R. was soon over-taken by coercion under Stalin, who saw the maintenance of the new Empire (the U.S.S.R.) as a matter of highest importance for the survival of socialism. In the case of the newly-formed Russia after the collapse of the Soviet Union, the unbearable weight of the overcentralized command economy from the Stalin days Ied each member of the Russian Federation to view its new liberation as an opportunity to claim as many resources as possible from Moscow while contributing the minimum possible. This breakaway movement within the Federation left no option for reformers in Moscow but to cope with the situation, which foreshadowed the timely implementation of reforms toward a market economy. The time lost for reform was not to be recovered. Another formidable obstacle to reform was the Russian Parliament, which tried to restrict the power of the President. One had to wait until October 1993 before the power structure in Russia was streamlined. By this time many members of the Federation were already enjoying the fruits of the chaotic situation , which they are now in no mood to give up. The fabric of the command economy is gone, and no replacement to knit together the new Federation has been put in its place. This has aggravated the environment for reform.
