The Internet enables the peoples of the world not only to share information simultaneously but also communicate with each other in real time, thus making them feel the existence of the world community. It also enables the United Nations to daily disseminate information worldwide and at the same time interact with individuals and NGOs as well as the Governments on the policy-making of the U.N. on global issues. This technological advance facilitates transboundary exchange of views and consensus making among professional and industrial associations, academic and scientific communities in the countries of the world on major global problems even before the governments tackle with the examination of these agenda. In this respect, the U.N. has decided to provide six official language services on its website and adopted a new public information policy to inform directly the public of the Member State rather than its traditional policy to ought-reach them through the Member country's media and government agency. On various occasions, the U.N. has promoted the establishment of “epistemic communities" that provided intergovernmental forums with scientific findings and professional analysis on the global issues tackled by the international communities. The U.N.’s policy to involve NGOs in the work of these forums has greatly been enhanced by the use of the Internet. Thus the Internet assists the U.N. in developing a global public policy networks involving international institutions, private entities and NGOs, and governments on a cross-border basis. Nevertheless, the U.N. website strategy has the following drawbacks. For example, the formation of the epistemic communities would not ensure a truly public policy unless these communities are representative of the world community the most part of which suffers of digital divide and language barriers. Arbitrary choice and use of the influential NGOs and industrial or professional associations risk leading the intergovernmental forums to adopt a biased source of information for their decision- making. And the choice of the six official languages for its website has not taken into account the real use of the Internet in the world, particularly penalizing the peoples of those countries whose languages are not in official use in the United Nations such as Japan and Germany.
