Nowadays, the NOx emissions from international shipping are urgently needed to be measured and well-understood. IMO (International Maritime Organization) has been mainly discussed pollution problems over 20 years. As the result, NOx regulation was published and takes an effect from May, 2005. In line with this purposes, in February 2nd-4th, '08 at London, there was the 12th of BLG (Biological Liquid Gas) Conference. It was proposed and agreed on the execution time for a concrete numerical value to the 2nd and 3rd of applied regulation. The 2nd of regulation will be in forced in 2011, and it is restricted in decreasing of NOx emission component until 15%-20%. In the treatment process, it is also important that economic aspect also must be considered.In recent year, in ship operational heavy oil (C-OIL) which has low quality is commonly used as primary fuel oil as the economic problem impact. In one year, based on the experiment result show, that emulsion fuel (C oil and water) has attempted in reducing of NOx emission. Moreover, the C oil and emulsion oil has small difference in specific gravity and its characteristics includes of emulsion additive will examined.Professor Osami Nishida and company had conducted experiment which in 20% of water inside of C-oil and added with emulsion additive demonstrate stable condition of emulsion form (Journal of the Japan Marine Engineering, Volume 43 No.5: Test Result of Practical Engine for Reduction of Marine Air Pollutants by HFO/Water Emulsion Fuel Oil.). A characteristic of emulsion fuel oil has good stability, not separated in high temperature till 130 degree. In addition, the corrosion would be minimizing since that the water capsule surrounded by C oil. In the sea water application of emulsion fuel, stability of emulsion depends on the sea water quality. Emulsion fuel making machine and the additive has a patent from United Nation which 23μm particle size of water is almost constant.The effect of particle size in water has been reported in Journal of the Japan Institute of Marine Engineering Volume 12, No.39. In this time, further examination of C oil emulsion effect on particle size is experimentally conducted.
